Triethanolamine is a detergent and an emulsifier/mixer/binder of water and oil. Usually TEA is used as a mixture of hand sanitizers, making detergents, cosmetics, etc.
As a hand sanitizer mixture, 3 drops of Triethanolamine which functions as a pH binder. and produce 250 milliliters of hand sanitizer

Description: Clear, viscous liquid, with an ammoniacal odor, colorless to pale yellow.
Function: In the formulation mainly used as a pH adjusting agent.
Other uses are as a buffer, solvent, humectant, and polymer plasticizer. Used at a concentration of 2-4%.
Solubility : Mix with water, methanol, ethanol (95%), and acetone. Soluble in chloroform, soluble in 24 parts of benzene and 63 parts of ether pH = 10.5 for 0.1 N aqueous solution.
Stability : Triethanolamine may turn brown on exposure to light and air. Therefore, during storage it should be protected from light and stored in tightly closed containers.
Incompatibility : Triethanolamine reacts with mineral acids to form crystalline salts and esters. With high concentrations of fatty acids to form salts that are water soluble and have soap-like characteristics. Discoloration and precipitation may occur in the presence of salts of
